I didn't take a deep look in how they are curating content, but I imagine one reason for establishing a community on the Hive blockchain is in order to pull resources together through Hive delegation or sponsorship and be able to boost engagement. I would say that the number of members should be a hint of curated communities, but I wouldn't say that for 100% without having the numbers to support it.
