I actually think your suggestions are really well thought out especially the portion on Active Player Sales. The potential downside would be rentals could go bananas as people chase rank. But that I feel is reasonable downside.

Yeah, it's a hard task to keep everything balanced at all times.
It would just be nice for actual players to at least be able to get some packs, we'll see how it goes the coming months
I totally agree with it being hard to get it balanced and it's becoming more of an investment than a game, which makes me a little sad as it's good fun.
