This is an interesting concept!
In Neal Stephenson's 'Snow Crash' there is this concept of distributed states/communities that you have access to if you 'subscribe'. If you haven't read it yet, it is a fantastic read (like all of his books).
ADS sounds a bit like its 21st century sibling, next generation.
In Austria there was the State of Sabotage project (http://www.sabotage.at/). My bus was part of that country (12 m2), and I still have that passport.
