Even the eventual rewarded for a comment are set to 0. My posts don't have much value but are linked to @actifit which makes me post as validation of proof of activity ... So I concluded that @actifit's posts have no place on HIVE. Another funny fact is that some accounts that downvote haven't posted for more than 1 year ...
So it's better to have accounts that don't post rather than bad posts. I have been more of a reader and curator for years, however I find that the downvote does not help Hive ...
Im not a big fan of actifit posts.
@spinvest had a few problems in the beginning cause of the way i worded the fund mission. I had to DM an old friend and ask for a favour :'( but get the account removed.
I notice most downvoting accounts are from accounts that have been anonymously created to only downvote.

I remember that period when @spinvest had a downvote period.
Fortunately the outcome was fast.
The downvote trail is in my opinion not a good thing for Hive.
The judgment of bad content remains something subjective ...
