I can't believe i have 0 RC... and can't do shit!

I am in the process of powering down my HP. When the lump sum gets unstaked, my RC is zero, though I still have 3800 HP in the process of powering down.

I had to power up 10 HP in order to post this.

IS THIS NORMAL?
