I think you've been on Hive more time than I have and you must have noticed that the original L2 rules are not followed by anyone. Most posts have 10 L2 tags each. So I take the position that instead of fighting it, it's better to let everyone use the tags they want and vote for posts that are not related to sports. I don't know if you've noticed, but blurt.media is running on two blockchains and gives the opportunity for additional earnings. Blurt users, due to downvotes, do not earn HIVE, but nothing prevents Hive users from earning BLURT. I invite you and others to blurt.media.

I think if you do decent articles you will get votes and not use a Blurt named account on Hive for your post promotions. I may be wrong as I do not know the history of what gets down voted.
No, it won't be like that because the main whales on Hive, revoke rewards not only for spam and plagiarism but also because of personal whims of various people and for "politically incorrect content". Additionally, a person who gets on someone's bad side is blacklisted and downvoted automatically regardless of what they write and how hard they try. In turn, their reputation is destroyed and eventually their posts are hidden.
There lies the problem and that is why L2 Tokens are used against their intended purpose because people want to get any rewards for their publications. As long as downvotes exist for censorship and centralization of the network, this whole mess will not work because this system is used not only for censorship but also for centralization of power:
