Your city will continue to mine Homeless and Immigrant cards, and your Job Centers will continue to attempt to train the ones you have.
For you I will replace 5% of basic tax with Jobs Tax so that your job centers have a better chance of performing.
There is the issue of a Law Firm card, but your city is probably too small to handle it at this point.
