Not even close. Obviously you are not familiar with the Eurodollar system which was ledger technology long before cryptocurrency. This system was started in the 1940s or 1950s (nobody is really sure when) and was basically balance sheet accounting. An entire borrowing and lending platform was erected over 70 years that was (and still is) outside the hands of any government or central bank.
Hence we are not dealing with anything new.
