Your point is valid.. I don't check leaderboard often last was last a week ago..
Tho, "leaderboard is built to attract engagement" imo.. most want to be on top genuinely or pushing for it..
Also there's Leo leaderboard curation too!

There are some benefits to be on top, but it is not automatic, the review is organic so pretty easy to spot abusers and just not give them the benefits. And they could be working hard on good engagement, not spamming.
