It shouldn't happen that way. If you upvote using LEO Frontend, your HP should go low. It also takes a few seconds to get updated.

Strange... I look on both Ecency and Peakd and have under 90% voting power. But on Leo, it's at 100. What could be going on?

Because on leoFinance UI it is showing your LEO Power, not Hive Power. It will only drain if you upvote posts published in the LeoFinance community or with tags like #leo & #leofinance.
