I believe @howo is currently waiting for some feedback on his RC delegations work from Blocktrades team. He ran into some sort of issue that needs fixing before RC delegations will be completed.

And from what I've heard, RC delegations won't need a HF to be released because it doesn't affect consensus, so we might see it before HF26.
