No, those are not facts. Those are conspiracy theories created by people who want to manipulate other people to support their agenda.
Those Russian jews in that picture indeed are figure heads for companies and organizations but they are not in charge. They were put into those positions by cossacks so that if something would go wrong, they would blame the jews. Russia is very antisemitist country and the leadership takes full advantage of that.
