It is a compliment for China to call them above average IQ bureaucrats.
Their political system is based on the ancient “mandarin” system where only the best of the best could govern(of course, lucky, corrupt or just populous people can slip into it), President Xi goes into detail on his book about how the meritocracy and human resources management were inherited from the mandarin system.

That is also an advantage, they claim to be in continuous evolution, like Mao that was very very strict, and the Deng that opened the market radically, here it would never happen, Brazil at least is very very conservative in it’s policies and radical changes are never welcome.
Over there radical changes seems to be the norm every couple years or so.
A former brazilian friend, that graduated there and now works by teaching chinese, told me that every 5 years, when he goes back there to visit, things are different, from economy to internet trends and peoples behavior, it is ever changing and pretty interesting if we leave ideology aside.
I am no sociologist to dig deeper into what and how we could learn, my knowledge is enough only to believe something can be learned and here (in Brazil) we are in a path, politically, that needs very much to learn something because it can’t stay the way it is
