Well I think he is trying to fight back against China. The very same day he said that we should delist Chinese stocks and kicking them out of the US legal system. So I think his statement is just an excuse to say he doesn't want any BTC produced in China.
As for the argument about dirty energy BTC, I think its a load of bs. We are slowly transitioning to more and more renewable energy so eventually any new BTC will mostly be produced with clean energy. Also there is no way to control what type of BTC you get and whether or not it is from China.
