I do remember a proposal to increase the APR for HBD but it looks like it might need to happen if we want people to hold HBD. It was pushed back and I don't think it was added to the list of changes.

Hard fork is not needed to change the interest rate, witnesses can just vote on it. Recently witnesses have voted to increase it to 5%.
