Wow that is an amazing goal. I think 5k HP would mean that your 100% LEO vote would be worth around 0.5. Though it would probably be a little bit less due to the number of people staking LEO. I was also debating about delegating HP over to leo.voter but I was planning on waiting until I have over 1k HP first.
