I understand the hotspots act as points in the network but is the internal workings pretty much centralized? If it's just passing around data, there isn't much load on the hotspot but saving and making it decentralized seems tough.

I would have to dig deeper into this to answer this question correct. Since I already planned to do the deep dive into the miners / hotspots too, I'll answer this question later for you. But right now, I really can't give you a clear answer.
