Yes apparently, but I don't know how it got filled and since 2 days, it only paid out so no idea how it is/will refill(ing)
they've had a bunch of LEO stored up I'm assuming, seems to be working, even better than the inflation payouts

On the he blockexplorer, I found that the account got filled until 2days ago through a contract (I don't understand it enough to understand what the contract did though)
