The fact remains that there will be users who will not want to work but will desire to reap. Sadly , I don't think that there is report button here on Hive with which one can use and report low quality posts

Nothing is anonymous around here, you can even see some other people's balances. It has the same behavior as an upvote.

That's true, but I think we can downvote those and that should decrease the rewards. If that is done with a big account, it will nullify almost everything as a way to combat low-quality content.
