This is what always seemed interesting to me.
Government: Hey, let's change the rules because people are breaking the rules but we haven't thought to write that one down. We'll extend the algorithm.
Offender: Oh look the algorithm changed. Let's exploit it differently.
It's a perpetual coevolution of ideas with offenders looking for the minimum path of resistance to get gains.
