Yes this could be seen as a fixed fee for managing assets. The benefit of this to LBI token holders will be having a team looking after its investments should that mean buying/selling are holding. In crypto, markets move fast as you are aware and we will not always have the time to gather feedback by governance vote before an opportunity comes and goes.
