I think Dorsey is a pretty tame "dictator" compared to Elon Musk. Dorsey was extremely slow and sluggish on the feature rollout during his tenure, I doubt he would've had the confidence in him to piss users off. He values the user experience more than anything else. He didn't care much for profit during the founding of twitter.
