I think the saying :

Weak men create hard times' - has a lot going for it.
(not on an individual basis, but as a broad view).

Yes, I'd agree with that... it's endlessly cyclical, too. People don't necessarily recognize that history is repeating itself while it is happening; still, we tend to end up with "same tune, different band."
