Without having seen either Joaquin Phoenix movie and additional Margot Robbie movies, I can say that Lady Gaga is a better Harley Quinn than Margot Robbie.

I'm not so sure about this.
Frank Sinatra is better known as a singer and music performer, but he was just as good as an actor. Lady Gaga is similar in that regard. Margot Robbie is a good actress, but her interpretation of Harley Quinn was more over the top.
