No, it's a slow mechanism. I am not sure of the overall rate.
Also the stabilizer does sometimes just return the HBD to the fund, if the price of HBD is not high enough to justify buying Hive.
Transfers are instant converted, only the ninja mine is in slow mode

Oh wow, I guess that explains the extreme growth in the amount of HBD available.

Makes sense, I could see the hive circulating supply on hiveblocks decreasing because of that proposal while the hive quantity in @hive.fund kept going down.
This answers my question.
