That's what happened on Steem back in the crazy days of 2017/2018. I think it would really help if some of the large stakeholders simply refrained from giving large votes to content that is not valuable from an outsider's perspective. That would solve 95% of the problem at this stage.

Much easier to do on a specialized platform like Leofinance as opposed to the general forum of Hive/Steem. Yes your point if valid on the garbage posts yet on Leo, there is a better chance at quality since the posts need to fit into a particular category.
