This is something that's currently happening here in Nigeria. The government are making it compulsory to link Sim with NIN(National Identity Number) or your Sim will get blocked.
That automatically means no internet and no incoming/outgoing calls when that happens. It's something that is now the talk of the town as the deadline is about to be reached.
It would definitely be a good idea to start having decentralized internet that's not being controlled by anyone.
