It comes down to the token distribution. It certainly can be if the overwhelming majority of tokens are in the hands of those expressing their viewpoint only. If the token spreads, then no I dont think it would.

Well if Hive Blogging is any indication, then yes; an Oligarchy will always form. This in turn causes those with power to attack opposing viewpoints and that degrades into self-censorship. Hive is the case study to prove this.
