I would say no because it can only learn if it is programmed to.

But how do we know that humans and animals only learn because of their programming?

Maybe it is smart after all!

Sort:  

A lot of times we learn things involuntarily, and that suggests we might actually be programmed.

But of course the purpose is different. With humans, we learn to survive our environment, AI on the other hand primarily learns to serve at higher efficiency.

It's also worth noting that whatever limitations exists with AI is the fault of its makers, so how great it is at problem solving and adaptability depends greatly on it's makers.

How do we know it is not learning to survive its environment? 😜

Indeed it is only as good as its creator and presumably could never be better than...
