No one will downvote larger stakeholders, proof of stake creates the fear, but that's just how it is. If we had equal value downvotes, regardless of size of stake that removed a fixed percentage of a post's rewards, this would solve that problem and we could all downvote what we considered 'over-rewarded' content without fear of unequal retribution.

Why should someone with 15 hp have the same downvote power as someone with 4M?

Because wealth is not a suitable measurement of someone's ability to make rational judgement or to measure their true worth.
Downvotes are about ethics, morals and integrity. Upvotes are simply about generating reward so then size of stake is and should be important.

Weath (stake) surely measures someone’s ability to invest in the platform and have say. Plus your idea would allow people like nog with 5000+ accounts and like 500hp to completely control the entire platform.

What you are proposing would be so maliciously abused the place will be a zoo.

Good but then don't expect from the rest of the mortals to downvote any account above their HP. This is a structural problem and will keep like this while the HP of an user is the measure to judge if something is worth to be downvoted or not.
