I look at it this way, if I want it, or use it, I would pay to fund it voluntarily. Private organizations ALWAYS do better than public. We can see that with just about every government in the world. They all waste, where a private business has to be efficient to make a profit, so it's likely they will handle their resources better.
Let's take your street lamp for example. If I don't live in the city, why would I want to pay for street lamps? But I bet you that the people that do live in cities would want them, so they should be able to pay for them as a part of their power bill or something.
They way taxes work, it doesn't matter if I live in a place where there are street lights or not, my taxes are going to be stolen to pay for it anyway. Which is theft.
