Well, it depends, some are just buttons to turn off all the plugs. A surge protector is something else (electronic apparatus) that is main purpose is to divert a spike on voltage through the ground, instead of through your equipment's. There are many types of them, with different functionalities. Most of the stuff we buy for home, is actually irrelevant, as the houses circuit breakers will take action first, and there is lots of capacity within your home appliances to absorb any remaining spikes (example, the computer PSUs have also some Surge protectors)... anyhow, electricity times!
