You need to change a setting in Twitter messaging.
Go to Settings>Privacy and Safety>Direct Messages
Then uncheck "Allow message requests only from Verified users".
"Allow message requests only from Verified users", i am not seeing this option on my twitter
i am still getting the same, i think it is only possible if you have sent a DM before the new elon musk change
