There is a get started link at the top of the page. Hover over it and one of the listed options is named WAX Cloud Wallet. Clicking it will bring you to a section in which you can create a WAX wallet.

Oh Alright, done that, but creating the wallet is not free.
Correct, there is a fee for creating a WAX wallet. I was just detailing how to create one as others might be wondering the same question. No pressure to create one, as you said its not free to do so.
HIVE is feeless which is one of the things that makes HIVE awesome.
