As far as I know, Yes!
It would be a KITN to not allow them.

I've been pretty down on soulbound rewards because I feel it took away the play to earn element of Splinterlands. But if I can use them on land plots, I like it. It will make it hard for new people to just buy land and then buy cards for miners. Putting upward pressure on prices for the cards that can be traded. This is all good.
