I would agree about the size differences in the two. Arcade Colony is a subsidy of Splinterlands and is much younger than so for me its expected they have less players. There does seem to be lots of interest within the play2earn community on Hive as I'm seeing a decent amount of posts detailing game play. I choose to tag along to see the outcome because why not.
