Seems they are not really in favour of the newbies, which is not the smartest move IMHO.
A beginner needs to know the game well and also needs to invest; it is not possible to expect both from new players. Also, I am not sure whether the new system will pay for the investments made.
That's about balancing pay2earn and play2earn principles. However, you can hardly expect people to invest $1000+ without seeing reasonable outcomes when they spent tens of dollars at the very beginning.
