The "Listen to Post" button isn't an app, but a feature within an app (a dapp that is #PeakD). 🤓😏
It most likely uses a 3rd party service, but yes, it's something integrated into PeakD.

A feature is something that makes something distinct from others with a similar function to it. 🤓
For example, #PeakD is a Hive frontend (that is very similar to #Ecency and #HiveBlog) whose primary function is to present to you content (posts and comments) on the Hive blockchain. 🤔 Being able to present the content as text on the screen to you is hardly a feature, since without it, it isn't supposed to be called a "frontend". 🤓 Since only PeakD (right now) allows its users to listen on the text (that other frontends currently don't have), it is definitely a feature. 😏
