The claim is that it is next step in fiat currency. She is dealing with the bankers who control the creation of fiat through their loans.
Basically using blockchain as a settlement system. Of course, it is not a decentralized one.
She was speaking to the crowd at Davos after all.

I struggle to understand the term "natural." It looks artificial to me. But of course, you're right, taking the context into consideration, that is "natural" to them.
Sounds like the banker's view. They think it should lie with a centralized entity and I don't really think it's what I envision the future to be.
