Interesting concept. It could be important in countries like Brazil where science is getting completely crushed by bad decisions from the government.

Government bureaucracy is really not fit to oversee scientific research and discoveries. Hopefully, someone can capture such a vision to decentralize science in Brazil.
The centralizers will not allow for decentralization to take place. The people have to take it away from the centralizers.

Yes, and for that to happen the people must be informed about the opportunity for a power shift via decentralization.
That is all over the world. It isnt just Brazil.

The problem is whether it is nothing more than a marketing term.
We will have to see how these projects are actually constructed.

That's also my initial thought. Nevertheless, it's either they will corrupt the term or help promote it. Who knows? Such a marketing strategy can end up for good leading some people to discover the real thing.
