It's not like that, the votes are mostly random or usually given to active users. When you engage you'll get noticed and also get HP delegations.

In the long-run, those who are most active will get curated the most
I dedicate an hour or so a day to look for good content to read and upvote, takes some effort, but it's better than randomly upvoting stuff I don't know about.
