We always check like this:
Is there a company?
Is there an ICO?
is there a CEO?
Is there a pre mine?
Is venture capital involved?
Is the entity suiable?
If the answer is yes to any of these, it’s probably centralised.
Decentralised community chains must answer no to all of the above. And even then they might not be decentralised.
