Binance international is banned in my country too. At least Banned for P2P withdrawals.
So what I do is I withdrawal Hive them convert to USDT and transfer said USDT to another exchange that allows P2P withdrawals.
Maybe you can try that option if the international ban in your country is similar to mine..
