Yeah thanks, I know it very well... bought a an apartment in NYC some 15 years ago, it was in a building that used to be subsidized by the city, so everyone in there was getting "hand outs" to live there in a way. in 1991, the city decided to sell each apartment to the tenants for $250 (that's not a typo by the way), Today, while they're sitting on a quarter of a million dollar apartment, they still think the board and management company are responsible for all repairs and upgrades... those that are still in the building still have the renter mindset, so there's no pride in making it work.
I assume it's pretty much the same way in all aspects of life. It takes a village!
Yes I would presume it is. People do not seem to understand the concept of a cooperative. This is something that can make a huge difference.
I will have to put together a post on this now that we are discussing it.
