I expect it was a factor, ULEZ is very unpopular in other parts of the outer reaches of London, too, and people already in the scheme are paying those additional amounts.
On the other hand:
- the scheme was brought in by the Conservative administration and
- Grant Schapps as Transport Secretary wrote to the London Mayor to enforce the scheme's provisions and
- air quality is detrimental to many people in the City with increased rates of asthma and pressures on the NHS.
I guess it's the first two! For winning the argument I mean!
