Getting those kind of opinions can cost $10k plus.
Also being fully decentralized with no main entity being in control most of the questions would be hard to answer, unless someone creates a company and applies and mediates with coinflip on behalf of the whole blockchain in good faith.
Gridcoin has this same problem, no central company or entity making it hard to meet most exchanges requirements.

All crypto's are considered a security. There was an opinion written on it from the SEC.
