Thorchain will issue 200 million TCY tokens as reimbursement for Thorlend and Thorsavers 200 million dollar losses.
However there will be no market to sell it for a dollar right away.
The liquidity Pool or Trading Pair TCY/Rune will initially value the token at ten cents. So selling it immediately will result in a 90% loss.

I agree. Ten percent of a billion is 100 million dollars so this is not insignificant income. The next few months will be interesting to see what investors value these tokens at and what they will do to sell them or accumulate them.
