Probably a couple hundred packs to get started I'd say for my friend. It should be enough to get the feel of the game and if they want to buy more.
I hear that for a maxed deck, it is around 5000 packs! :D
And this is just a fragment of the modern set… These numbers, and the amount of money required to have a competitive card base is way too high…
