Hmm, can't dive that deep now, but my guess would be on both. I really thought that would have been adopted 'period'. It's a good thing to have.
The Apr on Hive stake is set by the blockchain I think. The addition on HBD is an opt in and will be in effect when a majority of witnesses run it. By the looks, it is still on.
