There is another major difference.
The LBI account is not voting with a lot of HP. This means that the vote counts is for LEO. Being a tribe, there are other ways to combat abuse such as plagiarism.
We do report those that are tag spamming and plagiarizing to the abuse account in discord. This results in offenders rewards being removed (LEO) and them not showing up on the front end any more.
As for the trending page, LBI has a large input into what appears there so it is unlikely that we object to something that ends up there since there is a good chance our upvote got it there.

One of my staking buddies (in my top 3 HIVE friends) got done for plagiarizing on LEO. He missed out on lots of great things like having LEO when the price pumped and when CUB launched.
Your last part makes sense. So instead of downvoting, we could just upvote higher to push better content to the top. I guess LBI would have that power with 26 LEO for 100% upvote.
